Since 17 March 2026, Poland has introduced a SENT registration requirement for commercial shipments containing clothing, textiles or footwear. This measure is intended to increase transparency throughout the supply chain, combat misuse and prevent tax and customs fraud.
The Polish SENT system (System for Electronic Transport Supervision) is a mandatory digital monitoring system for the transport of “sensitive” goods, such as fuel and waste. Before transportation begins, the sender, recipient and carrier must submit a declaration via the Polish government’s PUESC portal.
According to the legislation, the new SENT requirement applies to shipments to business addresses in Poland containing the following goods:
- clothing (HS codes 61 and 62, >10 kg)
- used clothing (HS 6309 00 00, >10 kg)
- footwear (HS 64, >20 units)

For DHL eCommerce, an important distinction applies: DHL eCommerce has obtained a specific exemption from the Polish authorities, meaning that the SENT requirement for transports via DHL eCommerce Poland applies only to pallet shipments falling under the mentioned HS codes and threshold values (kg or units). Individual parcels are therefore not subject to the SENT obligation, even when containing fashion items or shoes.
Failure to comply with the SENT regulations involves significant risks. The Polish tax authority may stop shipments, conduct additional audits, impose heavy fines or seize goods. Transport may be delayed or blocked, directly leading to operational disruptions and costs.
To avoid these risks and remain compliant, DHL eCommerce strongly advises not to send fashion/footwear shipments to business customers in Poland as pallet shipments. By splitting shipments into individual parcels, they stay below the thresholds and therefore are not subject to SENT registration, ensuring smoother logistics handling and preventing administrative obligations and potential sanctions and/or fines.
